In my observation, most people don't realize the importance of the General Plan to the future of this county's land use; these plans literally determines the shape of the Valley in the years to come.
Tulare County's General Plan is undergoing an update (as scheduled), and today there's a hearing at the Board of Supervisors where anyone is allowed to give their input. It starts at 1:30, and will likely go into the evening. I'd encourage you to go and express your thoughts, regardless of how "informed" you feel. As a citizen of the county, your perceptions and opinion on this subject matter, regardless of your "expertise."
